The move aims at renewing the submarine forces of the Republic of China (ROC) Navy while developing a domestic capability to produce submarines.

However, the US military could address these shortfalls and improve the operational resilience of its aerial refueling enterprise by adopting new concepts, capabilities, capacities, and posture.
